The minimum age to apply for and obtain a moped operators permit is 16 years of age. The applicant must pass a vision screening and knowledge test to obtain the moped operators permit. This knowledge test is the same test that is required to obtain a class C learner's permit. Applicants less than 18 years of age must be accompanied by their parent/guardian. Proof of Purchase Price. Maryland dealers may certify the purchase price on the application for Maryland title. If the vehicle was purchased from an out of state dealer, the original bill of sale, the carbon copy of the bill of sale or a notarized copy of the original bill of sale is required. For a vehicle purchased from a private sale, you will need a bill of sale signed by all seller(s) and buyer(s) if the title document does not have a place for the seller to certify the sale price. The bill of sale must state the sellers name, the buyers name and the year, make and vehicle identification number and the purchase price of the vehicle. A notarized bill of sale signed by all sellers and buyers is required if any of the following conditions apply:


Maryland Excise Titling Tax. An Off-highway Recreational Vehicle purchased from a licensed dealer, is assessed excise tax based on the agreed upon price of the vehicle, by the buyer and the seller including any dealer processing charge, with an allowance for trade-in. Manufacturer rebates are taxable; however dealer rebates and discounts are not. A vehicle purchased from a private owner is assessed 6% of the purchase price verified by a notarized MVA Bill of Sale (form VR-181), signed by both the buyer(s) and the seller(s) in which the actual price paid for the vehicle is stated. In other cases, 6% is charged on the greater of the total purchase price or the valuation shown in a national publication of used motorcycle/snowmobile/ATV/personal watercraft values adopted for use by the Administration will be used to establish the tax.


Note: Excise tax will not be charged if Maryland sales and use tax was charged at the time the Off-highway Recreational Vehicle was purchased and proof of tax payment is submitted. The MVA may require you to submit additional documentation to substantiate the purchase price.


You can make application to obtain a motorcycle license at any full-service Driver Services Center location throughout the state of Tennessee. The knowledge test to obtain a motorcycle license is administered at any full-service Driver Services Center throughout the state. The road skills test to obtain a motorcycle license is administered at all full-service Driver Service Centers throughout the state.


If you currently hold a valid Tennessee driver license and bring a certificate of completion from a Tennessee Certified Motorcycle Rider Education Program (MREP) you shall be exempt from taking the motorcycle knowledge and skills/road test at the Driver License Service Center.


If you do not currently hold a valid Tennessee driver license, you must also take a knowledge test for a Class D license based on the Tennessee Driver Study Guide. If you have completed a Motorcycle Safety Foundation (MSF) course in any state, you may present the certificate of completion or MSF wallet card to have the ability skills test portion of the test waived. MSF course completion does NOT waive the required knowledge test for a Class D license.


The validity of the MSF certificate or wallet card must be within one (1) year of the course completion date. The MSF wallet card must be filled out completely, or you will be required to also take the ability skills test or obtain a completed form from the originating MSF agency.


To prepare for any test you are required to take you will want to pick up a regular Driver Handbook and Driver Study Guide and the Motorcycle Manual at any driver license service center located throughout the state. Any two- or three-wheel vehicle of more than 125 cubic centimeters (125 cc). A motorcycle license allows the holder 16 years of age or older the privilege of operating a motorcycle. The driver examination will include a vision screening, knowledge test and an on-cycle ability skills test.& (See Identification and Application Requirements for additional details). Note: if the applicant does not already have a valid driver license for a passenger vehicle, the knowledge test for Class D is also required.


Motorcycle is added in the secondary position on a valid type or class of license. The addition of a motorcycle license allows the holder 16 years of age or older, the privilege of operating a motorcycle in addition to the other vehicles. The driver examination will include a vision screening, written test and an on-cycle ability skills test. The motorcycle license expires when the primary license expires.


Minors, 15 years of age, may apply for a restricted license to operate a motorized bicycle that is 50 cc or less, just as they would to operate a motor-driven cycle. The applicant must take a written test, vision test and demonstrate the ability to operate the motorized bicycle. The license issued will be restricted to a motorized bicycle only.


The price for a Class I, II, III, or IV permit is $10.00. All permits, Class I, II, III, and IV are valid for 2 years from the month of issue. The permit expires on the last day of the month punched on the permit. Therefore if a permit is purchased at the beginning of the month, it will be valid for 2 years plus the remainder of the days of that month. For side-by-sides, jeeps, trucks and passenger vehicle, the permit must be visible from the rear of the vehicle. Suggested placement areas are bumper, tailgate or rear window. For quads, place the permit on the right hand side of vehicle in visible location for sand rail vehicles the permit is to be displayed on the backside of the roll bar in the middle. For motorcycles, display permit in a location that is visible when the rider is on the vehicle.

Anyone who passed a practical category A motorcycle test before 19 January 2013 will still be restricted to a motorcycle of 25kW for two years from the date of test pass. However, if you want to ride a larger motorcycle you will need to follow the rules for motorcycle riders outlined below.


You can only use a motorcycle with a sidecar for your test if you have a disability. Learners of categories A and A1 who wish to ride with a sidecar can practice on a combination with a power/ weight ratio not exceeding 0.16kW/ kg. The licence you get from passing this test will only allow you to use a motorcycle with a sidecar.


If you have category p (lowercase p) on the pink plastic card part of your UK driving licence, and passed your car test prior to 1st February 2001 (known as grandfather rights) then you can ride a moped on the roads.
